本文首先分析了新时代社会工作的价值意蕴，阐明其事关党长期执政和国家长治久安、事关社会和谐稳定与人民幸福安康的“两个事关”战略定位，并从执政维度、民生维度与发展维度揭示其作为巩固党的执政基础、增进民生福祉和推进国家治理现代化的柔性治理功能。其次，阐述了新时代社会工作的初心使命，明确其承担着“为党聚心、为民造福、为治赋能”三重核心任务，在凝聚群众、保障民生、激活共治中夯实党的执政根基。最后，提出新时代社会工作高质量发展的实践路径：一是要始终坚持党的全面领导，以党建领航把准政治方向；二是要锤炼为民造福的专业本领，以专业筑基提升服务效能；三是要积极创新构建中国特色社工体系，以理论、制度、模式创新彰显社会工作中国特色。

This paper first analyzes the value significance of social work in the new era， clarifying its strategic positioning as "two crucial aspects"—pertaining to the long-term governance of the Communist Party of China and national stability， as well as social harmony， stability， and people's well-being. From the perspectives of governance， livelihood， and development， reveals social work’s flexible governance functions in consolidating the Party’s ruling foundation， enhancing public welfare， and advancing modernization of national governance. Second， elaborates on the original mission of social work in the new era， identifying its three core tasks: uniting hearts for the Party， benefiting the people， and empowering governance—thereby strengthening the Party’s governance foundation through mobilizing the masses， safeguarding livelihoods， and promoting co-governance. Finally， proposes practical pathways for high-quality development of social work in the new era: upholding the comprehensive leadership of the Communist Party of China and ensuring correct political direction through Party building; cultivating professional competence dedicated to serving the people and enhancing service effectiveness through professional foundations; actively innovating to build a Chinese-characteristic social work system by advancing innovation in theory， institutions， and models to highlight the distinctive features of Chinese social work.
