低空经济是发展新质生产力的重要载体，其产业空间分布特征与政策驱动机制尚待实证检验。本文以珠三角九市为案例，基于天眼查/企查查企业数据和政府官网政策文件，采用每万人低空经济企业数衡量产业集聚度，通过相关性分析和分组比较检验政策驱动效应。研究结果表明，（1）大湾区内地九市低空经济产业呈现高度集中的“核心—边缘”空间格局，深圳一城独占42.8%，广深两市合计占61.9%；（2）政策强度与产业集聚度之间存在正向关联，高政策强度组平均企业数量为低政策强度组的8.4倍；（3）政策效果存在城市异质性，珠海以中等的政策强度实现了较高的产业集聚水平，政策转化效率突出；（4）政策可能存在“门槛效应”，跨过一定强度阈值后产业集聚显著加速。本文为低空经济产业布局优化与差异化政策制定提供了实证依据。

Low altitude economy is an important carrier for developing new quality productivity， and its industrial spatial distribution characteristics and policy driving mechanisms still need to be empirically tested. This paper takes the nine cities in the Pearl River Delta as a case study， based on data from Tianyancha/Qichaha enterprises and government official website policy documents，uses the number of low altitude economic enterprises per 10000 people to measure industrial agglomeration， and the policy driving effect is tested through correlation analysis and group comparison. The research results indicate that：(1) the low altitude economic industries in the nine mainland cities of the Greater Bay Area exhibit a highly concentrated "core periphery" spatial pattern， with Shenzhen alone accounting for 42.8% and Guangzhou Shenzhen jointly accounting for 61.9%；(2) there is a positive correlation between policy intensity and industrial agglomeration， with the average number of enterprises in the high policy intensity group being 8.4 times that of the low policy intensity group；(3) the policy effects exhibit urban heterogeneity， with Zhuhai achieving a high level of industrial agglomeration with moderate policy intensity and outstanding policy transformation efficiency; (4) policies may have a 'threshold effect'， where industrial agglomeration significantly accelerates after crossing a certain intensity threshold. This paper provides empirical evidence for optimizing the layout of low altitude economy industries and formulating differentiated policies.
